Kevin Fairlie, JD, MHA

Kevin is a healthcare attorney with more than 20 years of experience. He is the Founding Member of Fairlie Law, LLC where he practices in the areas of healthcare regulatory compliance, general healthcare counsel, corporate and transactional law, with a special emphasis on the representation of EMS providers and agencies. In addition to his extensive legal experience, Kevin has held a number of executive positions including Chief Compliance Officer as well as CEO for multistate EMS companies.

Kevin has represented numerous EMS agencies in major state and federal investigations and has worked closely with the U.S. Department of Justice in EMS investigations. He knows first-hand the specific issues that investigators and prosecutors zero-in on with EMS agencies. Kevin’s EMS business background provides him with in-depth knowledge on business development compliance strategies involving both payers and providers. He has successfully represented EMS providers in disciplinary actions before state EMS Boards and has significant experience with licensure and credentialing for EMS providers across the country.

Kevin obtained his law degree from the University of Missouri School of Law and his Master of Healthcare Administration degree from the University of Missouri School of Medicine.

Dr. David K. Tan is Chief Medical Officer at the St. Charles County Ambulance District and an Adjunct Professor at Washington University School of Medicine in St. Louis. He is former Chief of the EMS Division in the Department of Emergency Medicine where he managed numerous EMS physicians who, together, provided medical oversight to more than two dozen EMS, fire, police, air ambulance, dispatch, and special operations medical agencies.

Nationally, Dr. Tan is past president of the National Association of EMS Physicians and served on the NAEMSP Board of Directors for 14 years. He is also a former Principal Member of the National Fire Protection Association’s Technical Committee on EMS. He also serves as national faculty for the Counter Narcotics and Terrorism Operational Medical Support (CONTOMS) School in Washington, D.C. At the state level, he was appointed by Missouri’s governor to serve as Vice-chair of the State Advisory Committee on EMS. Regionally, he is Chairman of the Metropolitan St. Louis Emergency Transport Oversight Commission and serves as Medical Team Manager for the St. Louis Metropolitan Urban Search & Rescue (US&R) System. He is certified as a tactical EMT and is tactical physician and medical director with a local SWAT team, is certified as a Structural Collapse Rescue Technician and Medical Specialist with St. Louis Metro US&R TF-1, and is a graduate, with honors, from the International Academies of Emergency Dispatch.

Dr. Tan completed his residency in Emergency Medicine at Barnes-Jewish Hospital at Washington University School of Medicine in St. Louis and received his Doctor of Medicine degree from Loma Linda University School of Medicine in California.

John has 29 years of experience in the EMS, private and government sectors. John began his career in EMS when he joined the largest private ambulance company in Missouri. Here John began his career in field operations but quickly advanced to leadership roles in emergency communications for a number of years before taking on the senior role overseeing the information technology division.

John then spent 12 years with AMR where he held numerous national leadership positions in information technology leading high-performing technical teams spread across the country. John’s team was responsible for supporting front line technology for over 10,000 users across hundreds of business units. Additionally, John planned, managed and implemented projects for national call centers, 911 dispatch centers, ambulance deployment locations, and assumed lead technical role during M&A due diligence up to and through implementation. John’s role in these responsibilities required a core focus on enterprise technology solutions and information security. Throughout many of these projects, John was required to satisfy the requests for security audits and risk assessments that ensured compliance both contractually and within federal regulatory guidelines.

In addition to his national consulting practice advising EMS entities on IT and cybersecurity matters, John currently serves as Director of Technology/CIO for the St. Charles County Ambulance District (SCCAD). Here John directs a team of technical engineers and specialists that support one of the largest ambulance Districts in the Midwest. As an executive leader, John defines the technology strategies & investments, technological roadmaps, implements standards and best practices for top tier governance, designing solutions and guides implementations of technologies and best practices that have improved top-and bottom-line financial performance. John is constantly assessing the threat landscape and focuses on a risk-based approach for solutions to maintain an agile security posture for the District.


Lauren Fairlie

Lauren graduated from Miami University in Ohio with a degree in Mass Communication.  After completing an internship with Meet the Press in Washington D.C., she began a career in media sales and marketing that included working for CBS Radio and later as the National Marketing and Promotions Director for the largest independent radio syndicator in the country.

After taking a break to stay home with her daughter in her early years, Lauren saw a way to combine her prior experience in account management and marketing with her husband’s in healthcare law and compliance and today is proud to serve as Senior Vice President of National Accounts for EMS Compliance, LLC.

Reid grew up in a healthcare family with a lifelong aspiration to improve the healthcare delivery system. He has over 25 years of experience across a variety of roles working on the frontlines to a career dedicated to working on the national policy stage. Based in the Washington, DC area since 1999, he brings a wealth of perspective, insight, knowledge and relationships focused on improving the quality and delivery of healthcare across the continuum of care as well as simplifying the administration between payers, providers and patients.

Reid served as Senior Director and the general manager of industry leading HEDIS Advantage™ quality measurement and reporting software solution and services at Inovalon. Prior to Inovalon, he was Director of Research and Measurement at the Council for Affordable Quality Healthcare (CAQH). In this role, he led initiatives focused on research and measurement activities, including the management of the U.S. Healthcare Efficiency Index. Prior to CAQH, he held corporate leadership positions at United Health Group (UHG) where he managed national quality improvement projects, both provider and member focused, and analytical reporting supporting NCQA accreditation and HEDIS operations. Prior to UHG, he served as Director of HEDIS Policy at NCQA. While at NCQA, he managed the HEDIS and CAHPS data collection process and development and maintenance of HEDIS and CAHPS measure specifications and data collection systems. Mr. Kiser has deep subject matter expertise in clinical performance measurement using evidence-based approaches, statistics, healthcare policy, and Six Sigma and is a proven results driven leader.

Reid obtained a master of science from Dartmouth College and Medical School in Evaluative Clinical Sciences and graduated cum laude from the University of Houston with a bachelor of science in Biochemistry and Biophysics.
